Contract Duration: Until September 30th, 2026 (renewal subject to performance evaluation/funding).
Location: Based in Lozova/Blyznyuky, with regular field visits within Donetsk Oblast (primarily Oleksandrivska Hromada) and Kharkivska Oblast. The position will also coordinate with the administrative team based in Dnipro.
Working hours: full time.
Deadline: No fixed deadline; the position remains open until a suitable candidate is found.
Start Date: Position to be filled as soon as possible. Availability to start immediately is an asset.
Purpose of the Position: The Field Officer (FO) plays a key role in ensuring that EMERGENCY’s primary care clinics operate in line with organizational guidelines and protocols, and in close collaboration with the local health system. Reporting to the International Field Coordinator (FC), the FO acts as a vital liaison between local clinic supervisors and the international team. The clinics are part of a broader community health intervention designed to strengthen access to care in underserved areas, in support of national health services. The FO provides regular updates on clinical activities, staff performance, security issues, and facility needs, contributing to the smooth running and ongoing improvement of field operations. All activities are coordinated with local health authorities, and staffing strategies are designed to avoid diverting personnel from the public health system.

RESPONSIBILITIES
Clinical Activities and Staff Supervision
- Support the implementation of all clinical activities.
- Serve as a liaison between clinic staff (nurses, feldshers, CHWs) and the international coordination team.
- Conduct routine field visits to primary care sites, departing and returning via designated bases for briefing/debriefing.
- Complete field visit reports, document findings, and take relevant photographs.
- Monitor staff performance, adherence to clinical protocols, and quality of care.
- Check the accuracy of patient records, referral forms, and statistical data.
- Assess hygiene practices, equipment use, facility upkeep, and stock management.
- Ensure professional conduct of all staff and compliance with safety and hygiene standards.
- Flag critical issues (medical, logistical, security) and coordinate closely with the FC and security focal points.
- Liaise with the Dnipro-based admin/logistics teams to ensure continuity of operations.
Communication
- Maintain positive working relationships with implementing partners, supporting coordination, information exchange, and joint field activities.
- Report any third-party requests for patient information to the International FC before responding, ensuring confidentiality and adherence to protocols.
- Maintain regular contact with clinic supervisors via assigned mobile phones.
- Immediately inform the International FC of patient referrals, security incidents, staff absences, or shift changes.
Training
- Deliver on-site training to clinic staff based on plans agreed with the International FC;
- Contribute to training material development and administer evaluations as needed
Roster Management
- Prepare staff rosters for primary care clinics in the assigned area, subject to approval by the International FC
- Track and document changes in shifts, holidays, sick leaves, and other absences.
Recruitment Support
- When new staff are required, work with clinics' supervisors to identify suitable candidates locally.
- Participate in interviews with the FC/HR, ensuring clear communication during the selection process.
Maintenance Oversight
- During field visits, assess facility conditions and identify needed repairs or improvements.
- Communicate major maintenance requirements to the International FC.
Meetings and Coordination
- Attend relevant meetings as requested by the international FC.
- Provide feedback to the International FC and highlight any issues involving EMERGENCY NGO.
FAP Monthly Meetings
- Attend monthly FAP meetings to collect statistics, review invoices, and address operational issues.
- Document requests, suggestions, and feedback from supervisors and ensure proper follow-up.
Clinical Outcome Supervision
- Evaluate compliance with guidelines, promote critical thinking, address any discrepancies between the information provided by FAP staff and the patient’s actual condition or treatment outcomes.
MINIMUM REQUIREMENTS
- Background as a health professional or experience with health-focused organizations is a strong asset
- Good command of English.
- Fluency in Ukrainian is mandatory
- Proficiency in basic computer applications (e.g., MS Office, Outlook).
- Valid driver’s license.
- Willingness and ability to travel frequently to field locations.
