Job purpose
The PGI Chief Specialist will support the implementation of Outcome 2 of the URCS 2025−2026 PGI Framework: URCS adopts a comprehensive Protection, Gender, and Inclusion approach across all operations, programs, and services.The position plays a central role in ensuring the dignity, access, participation, and safety (DAPS) of all individuals—particularly marginalized and at-risk groups—are integrated across URCS programming.
- The role focuses on: Mainstreaming DAPS principles across sectoral programs;
- Ensuring meaningful inclusion of marginalized groups (e.g. Roma communities, LGBTIQ+ individuals, persons with disabilities);
- Developing and disseminating PGI technical tools and guidance;
- Strengthening internal capacity for inclusive, safe, and accountable programming;
- Contributing to PGI coordination, learning, and institutional development.
This position will directly contribute to making URCS a more people-centred, equitable, and trusted humanitarian actor in Ukraine.
Job duties and responsibilities, key skills a) Sectoral PGI Integration and Technical Support
- Collaborate with sector leads (e.g., MHPSS, DRR, Community Services, Health) to identify PGI entry points across planning, implementation, and monitoring.
- Provide hands-on technical assistance to integrate DAPS in at least two priority sectors.
- Promote collection and use of sex-, age-, and disability-disaggregated data (SADDD).
- Facilitate inclusive and participatory design processes that center the perspectives of those most at risk.
b) Development and Adaptation of PGI Tools
- Lead the contextualization of PGI tools (e.g., inclusive assessment templates, protection protocols, referral pathways, complaints/feedback mechanisms).
- Ensure tools are aligned with PGI Minimum Standards and designed for practical field application.
- Contribute to the creation and maintenance of a central PGI resource repository.
c) Inclusion of Marginalized and At-Risk Groups
- Provide technical guidance on inclusion of underrepresented communities (Roma, LGBTIQ+, persons with disabilities, older persons, etc.).
- Map service providers and strengthen internal referral mechanisms.
- Produce short guidance notes and internal briefs to support respectful and inclusive engagement throughout the program cycle.
d) Capacity Strengthening
- Design and deliver tailored trainings and technical briefings for URCS staff and volunteers.
- Contribute to the PGI Learning Pathway and work with training teams to embed PGI in sectoral and induction trainings.
- Provide on-demand coaching and «just-in-time» support to operational teams.e) Coordination, Learning, and Knowledge Sharing
- Collaborate closely with the PGI Unit, Movement partners, and QCA Focal Point Network to ensure coherence of PGI action.
- Actively participate in the PGI Working Group and represent PGI in relevant external coordination forums.
- Document and share results, lessons learned, and promising practices to inform internal learning and donor reporting.
Position Requirements
Education:
- University degree in Social Sciences, Law, Gender Studies, Human Rights, Public Health, or related field.
Experience:
- Minimum 3 years of experience in humanitarian/development settings on PGI, protection, gender equality, or inclusion.
- Demonstrated experience supporting the inclusion of marginalized groups in complex settings.
- Experience in tool development, training delivery, and participatory programming approaches.
- Familiarity with DAPS principles, Minimum Standards for PGI, and accountability mechanisms.
- Prior experience working with Movement actors or civil society organizations is an asset.
Knowledge & Skills
- Strong coordination and facilitation skills across diverse teams and sectors.
- Ability to analyze complex issues and design practical solutions for inclusion and protection.
- Skilled in respectful, inclusive communication and safe engagement on sensitive topics.
- Excellent interpersonal and cross-cultural communication abilities.
- Fluency in Ukrainian, Russian and English (written and spoken).
