ZOA-Ukraine is a branch of an international humanitarian organization, based in the Netherlands, providing emergency relief to people who are affected by conflicts and natural disasters. In 2025, ZOA is operating in 14 countries.
In March 2022, ZOA started an emergency program in Ukraine for Internally Displaced Persons, in Zakarpattia oblast, providing cash based assistance. In addition improvements to group shelters are being made. ZOA is also implementing housing repair and livelihood projects in Chernihiv and Cherson oblasts, Mykolaiv oblast, Dnipro oblast.

Objective of the position
The Project Officer is responsible for implementation of the project goals in Dnipropetrovska Oblast, in accordance with relevant strategies and standards.
Main activities
Tasks, responsibilities, and expected results
Under the responsibility and guidance of the ZOA Project Coordinator, the Project Officer is expected to:
- Conduct beneficiary assessments together external technical experts, who will do the technical damage assessments.
- Conduct beneficiary registration
- Conduct Monitoring and Evaluation visits / follow up calls of beneficiaries and households.
- Handle the complaint and feedback mechanism
- Support the Project Coordinator with analysing Monitoring and Evaluation Data.
- Under the supervision of the Project Coordinator, develop repair plans for selected houses, according to criteria that are set by ZOA and the NGO Shelter Working Group.
- Registers the Beneficiaries Households in SIDAR.
- Generates/creates Contracts and arranges the signing them with Beneficiaries.
- Ensure compliance with ZOA Internal Finance and Administrative Rules and Regulations.
- Draft project reports.
- Implement any follow up activities of ZOA in Kryvyi Rih
- Upon request by the Project Coordinator, represent ZOA at coordination meetings with NGOs, UN and government bodies
- Contribute to mainstreaming of Security into the ZOA program in Ukraine.

Competencies
Knowledge & Experience:
- Three to five years of field experience in a similar function;
- Familiar with Project Cycle Management;
- Moderate to Good spoken and written command of English and Ukrainian.

Skills:
- Sound understanding of humanitarian operations;
- Analytical;
- Accurate working style
- Organisational sensitivity;
- Moderate to good English writing skills.
- Planning and organising;
- Provides regular feedback, acknowledges success and the need for improvement

The Duty Station for this position is Kryvyi Rih and relevant policies apply
The remuneration is competitive and in compliance with the ZOA Ukraine salary scale.
