The «Arbeiter-Samariter-Bund Deutschland (ASB)» is a non-governmental and non-religious German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association, ensuring a high level of continuity and reliability.
ASB provides a people-centered humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities, and societies, and applies integrated approaches to welfare and social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.
ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased its humanitarian operations to respond to the multiple needs of the war-affected population of Ukraine. Our team is committed to providing multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in-kind assistance as well as cash components and social services provided in cooperation with local partners.
ASB in Ukraine is currently seeking applications from qualified and dedicated professionals for the position of Field Officer.
We offer:
Contract duration: 1-year (including 3-month probation period) with the possibility of extension based on funding availability and performance.
Duty station: Dnipro, Kharkiv, Kryvyy Rih
Start date: as soon as possible

Overall purpose of the role:
Field Officer serves as the primary field-level representative of the program team, ensuring effective coordination and communication with local stakeholders and partners, supporting the implementation and monitoring of project activities in line with humanitarian standards, and facilitating access, data collection, and reporting to contribute to the successful delivery of program objectives in target areas.
The Field Officer performs the following tasks:
- Act as the main field-level representative for the program team, ensuring smooth communication and coordination with local stakeholders, implementing partners, community representatives, state authorities and beneficiaries.
- Support implementation of project activities in field, ensuring alignment with project plans and humanitarian standards.
- Conduct regular field visits for assessments or to monitor project progress, collect data, verify distribution and activity reports, and identify issues for follow-up.
- Participate in local coordination meetings, represent the organization with supported / targeted facilities, implementing partners, community leaders and local authorities.
- Ensure visibility of the organization and donors during distributions, field visits, and community engagement activities.
- Facilitate access for the program and MEAL teams to target areas, including organizing and supporting beneficiary meetings, focus group discussions, and assessments.
- Provide immediate troubleshooting and support to partners and beneficiaries on the project’s' sites.
- Ensure accurate and timely documentation of activities and observations from the field, contributing to reporting, documentation, and information management.
- Support safe storage and handling of project-related materials and supplies when necessary.
- Report regularly to the Project Managers, Head of Program and/or designated team members on key field developments, challenges, and stakeholder feedback.
- Any other relevant duties assigned by the line manager in support of program implementation in the area.

Requirements:
- Communication: Strong interpersonal, communication, and negotiation skills, especially in managing relationships with local authorities and communities.
- Education: University degree or equivalent experience in social sciences, community development, humanitarian assistance, or other relevant fields.
- Experience: At least 2 years of relevant experience in field-based humanitarian work, social work or other relevant fields.
- Driving license and a personal vehicle.
- Ability and willingness to travel extensively within project locations (80% field-based).
- Demonstrated capacity to work independently and remotely, handle multiple tasks, and adapt to challenging environments and shifting priorities.
- Computer Skills: Proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook, Teams).
- Fluency in Ukrainian (spoken and written)
- Sufficient level of English (spoken and written).
- Familiarity with humanitarian principles and standards (CHS, Sphere) is an advantage.
