The vision of Norwegian People’s Aid is Solidarity in Action. We are a politically independent membership-based organization working in Norway and more than 30 countries worldwide. Founded in 1939 as the labor movement’s humanitarian solidarity organization, NPA aims to improve people’s living conditions and to create societies that are more just and more democratic. NPA’s international work covers three core areas: Mine Action and Disarmament, Democratisation and Just distribution of power and resources, and Humanitarian Action and Crises response. NPA is opening a Mine Action and Disarmament program to protect civilians from the threats posed by explosive ordnance (EO) in Ukraine.
NPA is looking for a qualified and experienced Security & Access Officer to work in the Mykolaiv and Kherson region.
The position is based in Shyroke, Dnipro region, with possible business trips as required and approved by Security Department.
We also consider candidates with disabilities.
NPA operates fully by the laws of Ukraine and we expect our candidates (if male) to have up-to-date military documents.
Specific duties and responsibilities:
- Support Security and Access Manager in establishing and implementation of country specific security management procedures in accordance with the NPA global security framework for NPA Ukraine.
- Review country specific security management procedures on a regular basis.
- Monitor adherence to programme security management procedures.
- Conduct security risk assessments in order to ensure implementation of appropriate security management procedures.
- Conduct regular visits to NPA offices and field locations to assess security and safety conditions.
- Conduct security trainings for programme staff in accordance with the NPA global security training requirements.
- Liaise with external providers regarding security support and training (i.e. HEAT, PSD) if needed.
- Ensure that all security, safety, and communications equipment is kept in a state of operational readiness
- Assist in conducting fire drills, communication tests and evacuation exercises
- Assist in ensuring residential and office safety, and security/safety preparedness
- Ensure that NPA is well connected and part of all relevant interagency and security coordination mechanisms in Ukraine. Attend INGO and other interagency security coordination meetings. Liaise with UN and interagency security personnel on matters relevant for NPA in Ukraine.
- Conduct analysis of the context and developments in relation to the security situation, including ongoing risk assessments. In particular, joint risk assessments of new areas of operations with operations and programme staff members.
- Advise the Country Director, DMAD/DHC Programme Managers and in-country Management Team on security related issues, when appropriate.
- Provide security briefings and updates to NPA HO, programme staff and visitors.
- Liaise with national law enforcement agencies, where appropriate, on local permits and protocols impacting INGO operations and security. .
- Implement the NPA incident reporting system in line with HO requirements.
- Conduct regular and ad-hoc security assessment missions as necessary, in order to gather information and to analyse the overall security situation in the existing and potential areas of programming. Be ready to respond and deploy to field locations on short notice to support incident management.
- Provide incident- and crisis management support to the country management team.
- Contribute to the development of an inclusive security culture in the programme.
- Monitor security events and incidents, which might affect NPA programme activities and provide appropriate response and follow-up
- Perform any other related tasks as requested by the Line Manager (s)

Required qualifications:
Must have:
- Relevant Bachelor’s degree in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management. (General Management studies also considered)
- Excellent communication skills in English, both written and verbal.
- Ukrainian and/or Russian as native language is required.
- Must be able to demonstrate strong writing, reporting, and situational analysis skills.
- Excellent IT and computer literacy skills.
- Proficiency in MS Office tools — Word, Excel, Power Point

Experience:
Must have:
- Proven negotiation skills (internal and external) in complex and stressful circumstances.
- Proven experience of delivering field-based training.
- Strong analytical skills
- Excellent references reflecting demonstrated teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character.
- Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
- Ability and willingness to train programme partners; proven training leadership required.
- Valid driving licence.

Desirable:
- At least 2 years of previous experience in the professional security arena (INGO, Corporate, Military, Law Enforcement, or Emergency Services
- Sound knowledge of INGO security practices with proven experience in Security Risk Assessments (SRA), Civil Military Coordination, Access Negotiations with Armed Actors, Security Planning and Crisis Management in the humanitarian context.
- Excellent knowledge and understanding of cultural and political contexts of Ukraine.
- Proven professional experience with INGOs and/or the UN in humanitarian interventions.
- Demonstrated knowledge of UN and other standard INGO security frameworks.
- Proven professional experience in humanitarian Mine Action, is an advantage.
- Strong understanding and knowledge of humanitarian principles and its practical application.

Other qualifications:
- Strong planning, organisational and negotiation skills.
- A sound result- and solution-oriented character and mindset.
- Will be expected to manage high stress security events.
- Flexibility in work hours is expected.
- Must be prepared to travel to ‘high risk' security environments al short notice.
