Requirements:
- Education
University degree in relevant field including but not limited to social work, law, human rights, social science, psychology, etc.
- Professional Requirements
- 1 year experiences as supervisor/manager of case management, legal aid, or other protection team in humanitarian emergency.
- 2 years of experience as a protection case manager, legal aid officer or any position related to protection.
- Technical knowledge and understanding of protection in humanitarian emergency, including issues relating to violence, coercion, deliberate deprivation and abuse.
- Technical knowledge of protection minimum standards related to case management, legal aid, psychosocial support, awareness raising, individual protection assistance/cash for protection, protection counselling, referrals under the umbrella of general protection, child protection and gender-based violence specialized programming.
- Good knowledge of the Ukrainian humanitarian context.
- Leadership (not only managerial) skills.
- Experience in establishing and maintaining professional relationship and networks with external parties including but not limited to local and national authorities, other non-governmental organizations, etc.
- Willingness to travel in Kharkivs’ka, Donets’ka, Zaporizs’ka and Dnipropetrovs’ka oblasts around 30% of the time.
- Proven capacity for mentoring, facilitation, training, capacity building and coaching. Adaptability and openness to feedback, including the evolution of contexts and missions and new protection minimum standards.

Responsibilities:
- Project Management
- Lead the Protection Team in planning and executing the implementation of protection programmes, under the overall supervision of the Programme Manager at the base.
- Ensure the quality of programme delivery by actively collaborating with the Head of Protection to operationalise global and national clusters recommendations, guidelines and standards.
- Ensure proper data collection, management, and archiving by the field officers, collaborate proactively with MEAL department in verifying, cleaning and preparing data for reporting.
- Support capacity building of field officers to work according to donor guidelines such as indicators, compliance, regulations, etc; The Protection Manager will be supported by the Programme Manager and Head of Protection.
- Lead or contribute to assessment of needs, gaps of target populations in current and prospective areas of operations and other assessments, periodically update the protection situation analysis as requested by the Programme Manager.
- Set up and maintain a solid referrals system for intra-TGH, intra-consortium and inter-agency activities, under the guidance of the Head of Protection.
- Provide feedback for improving protection activities quality to supervised staff, Programme Manager and HoP-Protection.
- Conduct quality monitoring of the service provision through individual and group supervisions (observation, case discussion, file check, capacity assessment, etc.) and field visits per protection minimum standards.
- Protection Programming
- Supervise the identification and registration of individual cases requiring protection services through direct support from TGH, indirect support through referral and follow-up.
- Develop a service mapping to support referrals and general reach of programming, under the guidance of the Head of Protection.
- Ensure protection staff awareness and implementation of national and global protection minimum standards, under the guidance of the Head of Protection.
- Ensure timely recording and updating of registered cases, consultations, and group activities in the database; ensure security of databases.
- Uphold and support field officers in upholding humanitarian principles, protection principles and ethics.
- Provide data and information to contribute to proposal development as requested by HOP-Protection.
- External Representation and Coordination
- Support the Programme Manager and Head of Protection in increasing the reach of TGH’s programming, by working with the field officers to identify gaps in coverage, new areas for programming, establishing contact with the local authorities, etc.
- Attend sub-national cluster and other meetings in joint collaboration with the Programme Manager, or as delegated by the Programme Manager.
- Monitoring, Evaluation, Accountability and Learning Actively collaborate with the MEAL department to verify and clean programme data to prepare it for reporting.
- Supporting MEAL department in carrying out independent checks of data and post-service/distribution monitoring of project activities on a regular basis.
- Support MEAL department, Programme Manager in updating tools such as KoBo forms based on field officers' feedback and global guidelines.
- Ensure field team to uphold data protection principles and protocol.
- Support field team to store and process data and documents efficiently and in line with data protection protocol.
- Support Head of Protection and MEAL department in mainstreaming protection across the organization.
- Line Management & Performance Management Set performance objectives for field officers, and support them achieve objectives.
- Conduct regular meetings with the team and with Programme Manager to track progress and discuss staff challenges and opportunities Conduct regular performance appraisals under the guidance of the HR department.
- Provide day-to-day support to protection workers in ensuring effective time management, internal and external communication, clarity of role and responsibility, and strict adherence to TGH Code of Conduct and other applicable policies (Safeguarding Policy for the Prevention of Sexual Exploitation and Abuse, Child Safeguarding; Gender Equality and Protection from Gender-based Violence, etc.) in partnership with the Programme manager and Head of Programmes — Protection.
