ОПИС ВАКАНСІЇ

The Recovery and Reform Support Team (RST) at the Ministry of Economy of Ukraine (Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support.
The Ministry is responsible for designing and administering a range of financial instruments and grant programmes aimed at stimulating domestic investment and encouraging the return of Ukrainian citizens. These relatively new instruments require ongoing refinement, adaptation, and oversight. Additionally, the Ukraine Plan identifies priority sectors for further investment, requiring strategic analysis and financial expertise.
Main Responsibilities and Deliverables
Key Responsibilities:
- Analyse the current state and future potential of financial and grant programs (e.g., affordable loans program 5−7−9%; compensation program for farmers for the purchase of Ukrainian-made equipment and machinery; 15% compensation program for the purchase of Ukrainian-made energy, construction, wheeled, and specialized equipment; grant program for the development of processing enterprises; affordable mortgage program eOselya etc.)
- Support the development of a system for monitoring and managing state financial instruments.
- Conduct research on international best practices and case studies in the implementation of state financial programs.
- Facilitate coordination with banks and financial institutions involved in state financial programs.
- Support engagement with the National Bank of Ukraine, commercial banks, and international financial institutions.
- Compile and analyse data for reports on financial programs, with a focus on market trends and programme effectiveness.
- Prepare accurate and timely reports and updates on the status of financial programs and financial market-related reforms.

Key Deliverables:
- Analytical reports and policy briefs supporting the design and implementation of state financial programmes for business and citizens
- Stakeholder engagement reports summarizing consultations, insights, and recommendations.
- Structured analysis of financial instruments, including identification of policy gaps and reform proposals.
- Support materials for legislative initiatives and regulatory improvements in the financial program domain.
- Training tools, implementation guidelines, and reference materials for Ministry staff.
- Routine progress updates, performance assessments, and documentation to support working groups or advisory councils.

Qualifications and Experience
Education and Skills:
- Master’s degree in economics, finance, law, mathematics, public policy, or project management.
- Strong analytical and problem-solving skills.
- Excellent communication and presentation abilities.
- Experience working with data analysis and evidence-based policy design.
- Proficiency in open-source data tools and reporting software.
- Advanced computer literacy (Excel, PowerPoint, Word, MS Project).
- Fluency in Ukrainian and English.

Professional Experience:
- Minimum of 5 years of general professional experience
- At least 3 years of experience in economics, finance, banking, or corporate financial analysis.

Additional Qualifications
- Experience in financial or economic research, consulting, or public policy is an asset.
- Experience with digitization projects or fintech initiatives is an asset.
- Project management or business analysis skills will be considered an asset.
- Experience in working in Development Finance Institutions or international organisations comprising multicultural and multidisciplinary teams is an asset.
- Experience in legislative or regulatory drafting is an asset.
