ОПИС ВАКАНСІЇ

The Recovery and Reform Support Team (RST) at the Ministry of Economy of Ukraine (Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support.
The Ministry has developed strategic priority projects to support the recovery of Ukraine’s economy during both wartime and the post-war period. These projects cover several key areas of work supported by RST, including investment promotion, export development, business support programs, public investment management, and—most importantly—war risk insurance. The successful implementation of these initiatives requires substantial resources and close coordination among all relevant stakeholders, particularly in the war risk insurance.
Main Duties / Responsibilities / Deliverables
The SE is expected to assist in the following:
- Engaging with stakeholders to identify key requirements, gather relevant data, and ensure that critical aspects of analytical documents are accurately incorporated into the research, aligning with war risk insurance policies priorities and best practices in risk management
- Compilation and structuring of data for analytical reports on insurance programs and policies with an emphasis on the effect of war risk insurance.
- Collecting data on insurance products and market dynamics.
- Analyzing war risk insurance policies and methodologies and drafting documents essential for the implementation of WRI program.
- Coordinating work on legislative changes and other initiatives with different stakeholders, including the Regulator and global insurance players
- Enveloping legislation and by-laws for the implementation of war risk insurance system as well as drafting legislative changes to encourage development of the local insurance market.
- Ensuring coordination and collaboration with other stakeholders, in particular NBU and the Ministry of Finance, as a co-leading alongside the Ministry of Economy.
- Cooperation with the National Bank of Ukraine, engagement with national and international insurance institutions
- Assisting the Ministry in enhancing the capacity of organizational units responsible for executing programs of war risk insurance.
- Preparing analytical materials and briefs for the main stakeholders and management
- Preparing timely and high-quality reports and status updates on the progress of programs implementation.

The SE will be expected to provide the following deliverables:
- Stakeholder Engagement Reports, including summaries of consultations with national and international insurance institutions, the Regulator, NBU, and the Ministry of Finance, outlining key requirements and priorities for war risk insurance (WRI) policy design and implementation.
- Analytical reports and policy briefs on war risk insurance programs, including data structuring and insights on market dynamics and the effectiveness of WRI mechanisms.
- A comprehensive review of war risk insurance policies and methodologies, identifying international best practices, assessing their applicability in Ukraine, and providing policy recommendations.
- Legislative and regulatory drafts, including proposed laws and by-laws for the establishment and operation of the war risk insurance system and for the development of the domestic insurance market.
- Technical notes and coordination protocols, developed jointly with the NBU, Ministry of Finance, and other key stakeholders to ensure synchronized implementation of the WRI program.
- Capacity building materials, such as internal guidelines and tools to enhance the institutional capacity of the Ministry and its units responsible for the execution of the WRI program.
- Progress reports and implementation updates, highlighting milestones, challenges, and recommended next steps in the development of war risk insurance mechanisms.
- Briefing materials summarizing key developments, decisions, and policy directions related to war risk insurance.

Qualifications, Skills, and Experience
Qualifications and skills:
- Master’s degree in economics, mathematics, finance, project management, public policy or law.
- Strong analytical, communication, and presentation skills.
- Experience in working with large data sets and evidence-based policymaking and evaluation.
- Experience in working with open sources of information, including statistical data.
- Ability to create summary tables, reports, and infographics based on a data set.
- Advanced level of PC literacy (PowerPoint, Project, Excel, Word).
- Fluency in Ukrainian and English.

Professional experience:
- Minimum 7 years of general professional experience.
- 5+ years in (re)insurance underwriting, insurance brokerage, insurance risk analysis (other experience in insurance industry may be considered)
- Additional experience in financial analysis and economic research, project management, public or business administration, and financial consulting is an advantage.
- Participation in projects with DFIs would be a strong advantage
- Experience with developing legislation and by-laws would be a strong advantage

Other experiences:
- Proven knowledge and skills in financial analysis and economic research.
- Experience in analyzing investment policies and methodologies in line with EU accession requirements, pan-European standards, and impact assessments framed by the acquis.
- Experience working with EU programmes /projects is an asset.
- Experience in working with multidisciplinary teams is an asset.
- Strong understanding of economic reforms, economic regulation, governance, public administration and political economy issues in the transition region and knowledge of economics/finance.
- Ability to operate independently in political and business environments.
