Mission and objectives
UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.
Context
This UN Volunteer assignment is part of a UNDP initiative aimed at strengthening institutional transparency, accountability, and anti-corruption mechanisms within Ukraine’s public sector, with a particular focus on the recovery. Considering the country’s ongoing recovery efforts, there is a growing need to ensure that public governance systems operate with enhanced integrity, legal compliance, and responsiveness to both national and international standards. In response to this need, UNDP is supporting the Ministry for Development of Communities and Territories of Ukraine and other institutional partners in improving anti-corruption policies, legal frameworks, and internal control systems. A key element of this work involves promoting good governance principles and fostering stakeholder trust in the transparency of institutional operations. To support these efforts, UNDP is seeking a UN Volunteer — Anti-Corruption policy and compliance specialist, who will contribute to the development and implementation of strategies that advance transparency, support legal and policy reforms, and promote ethical standards across public institutions. The assignment also includes delivering capacity-building support and preparing analytical inputs to guide systemic improvements.
Key Responsibilities:
- Support strategies to promote transparency, accountability, and anti-corruption in public institutions and state-owned enterprises
- Review and improve legal/regulatory frameworks on anti-corruption and corporate integrity
- Lead or support capacity-building activities on governance, ethics, and legal compliance
- Facilitate inclusive stakeholder engagement with government, civil society, and the private sector
- Advise on policy development aligned with international standards and sustainable development goals
- Prepare reports, policy briefs, and legal recommendations to improve internal controls and ensure compliance with anti-corruption conventions
- Perform other duties as assigned by UNDP leadership

Required Skills & Competencies:
- 3+ years of experience in governance, public sector reform, or anti-corruption work
- Strong drafting, reporting, and analytical skills
- Solid understanding of legal frameworks and policy development
- Strong communication and interpersonal skills; ability to collaborate across sectors
- Proficient in MS Office; familiarity with databases and digital tools
- Organized, self-driven, and able to work under pressure in multicultural settings
- Committed to innovation, adaptability, and ethical standards

This position comes with the following benefits and entitlements for UN Volunteers (National UN Volunteer Specialist):
Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) of USD 1587 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as «E».

Certified sick leave: 30 days annually
Uncertified sick leave: 7 days annually
Learning leave: 10 days annually
