The 3-year FCDO-funded Building Livelihoods and Opportunities for Optimized Markets (BLOOM) program aims to provide resilience support (farm & off-farm) to improve the food security and self-reliance of vulnerable, war-affected households and communities by protecting and restoring their food production and livelihoods. BLOOM will address immediate livelihood needs and market barriers in conflict-affected oblasts utilizing a push-pull approach: Track 1 provides direct support (push) where needed, while Track 2 supports and strengthens the market systems Ukrainians rely on most both in and out of crisis (pull). Track 1 strengthens the resilience of vulnerable populations, helping them cope and adapt within ongoing crisis. This includes farm and off-farm cash grants, capacity strengthening, and protection services. These efforts, delivered in partnership with local actors, promote equity by enabling vulnerable households to transition from meeting immediate needs to economic self-reliance (Outcome 1). Track 2 complements Track 1 with «pull» mechanisms to improve quality and responsiveness of the social and economic systems communities rely on. A Market Systems Diagnostic will identify systemic barriers that hinder micro, small, and medium-sized enterprises' (MSME) resilience and growth. The program’s Growth and Resilience Opportunity Facility (GRO Facility) will offer a suite of customized support for local actors, including a Challenge Fund, to pilot inclusive business models and catalyze local investment. By integrating real-time learning from Track 1, the Diagnostic will inform evidence-based, targeted solutions to meet Ukraine’s evolving recovery needs (Outcome 2).
The Position
The Monitoring & Results Management (MRM) Coordinator will implement the monitoring, evaluation and learning plan of the program activities, under the leadership of the MRM Manager. The MRM Coordinator will be responsible for carrying out various assessments and integrated research components, including data collection, analysis and learning papers, supporting effective coordination and sharing of information and learning within the program. The MRM Coordinator will support pause and reflect sessions, contributing to evidence-based decision-making.
Essential Responsibilities
- Develop data collection/analysis systems (adhering to Mercy Corps MEL policy standards and deliverables), identifying key technological platforms and systems to be used to support the response implementation.
- Support development of Standard Operating Procedures (SoPs) and description of the processes using existing Mercy Corps resources and developing new ones, that include clear step-by-step guidance, processes, roles and responsibilities on all relevant MEL activities.
- Initiate data needs assessments and implement solutions that address the identified data needs in a timely manner.
- Periodically initiate and conduct quality assessments and audits as necessary.
- Ensure program data is adequately updated in Mercy Corps' central data platform for program indicators (TolaData).
- Develop program and operational reporting templates that facilitate the acquisition, aggregation, and flow of information in programs.
- Maintain a comprehensive schedule and review project reports to ensure that reports contain accurate, clear, and high-quality data that is presented in the proper format.
- Provide support to response-wide analysis of information, data, and ongoing analyses to inform the learning agenda.
- Work closely with the MRM Manager and program team to identify opportunities for in-depth analysis, documentation and learning.
- Initiate opportunities for enhancing analytic capacity within the project teams promoting use of data.
- Develop curricula and support training delivery to program partners to strengthen their capacity in program implementation.
- Regularly document lessons learned, best practices, program data analysis summaries, and evaluations and provide evidence-based information, success stories, case studies and other high quality, results-based documentation.
- Visit project sites and local implementing partners to collect supplementary data, stories and conduct qualitative research both independently and in teams and support partner-organizations with proper documentation and report generation.
- Work with IT staff to maximize the value and utility of technology initiatives for effective MEL.
Safeguarding Responsibilities
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Accountability
Reports Directly To: Monitoring & Results Management (MRM) Manager
Works Directly With: Track 1 and 2 Leads and staff members, supporting teams, partner organization representatives.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualifications & Transferable Skills
- Academic background or equivalent experience in social science, statistics, international development, economic growth, or another related field.
- Academic or formal training in technologies and M&E will strongly enhance the candidate’s ability to succeed in this job.
- 3−5 years of relevant experience in field survey/data collection techniques, data entry, data verification, analysis, and reporting.
- Should understand concepts and demonstrate skills in monitoring and evaluation, results frameworks/program logics, and participatory monitoring.
- Good understanding and skills of data management.
- Experience with digital or technology platforms for program and MEL related activities.
- Strong computer literacy with a full knowledge of MS Office applications; knowledge of data science and programming is a plus but not required.
- PowerBI experience greatly preferred, or other familiarity with data visualization and data analytics tools.
- Experience with both quantitative and qualitative data collection and reporting techniques.
- Experience with facilitation, capacity building, formal and informal knowledge transfer, partnership strengthening, and empowering staff through opportunities for growth and development.
- Strong ability to work across teams.
- Communicates well with remote collaborators.
- Manages multiple priorities and deadlines.
- Ability to work effectively with a diverse team in a sensitive environment.
- Proficiency in Ukrainian and English required.

Working Conditions
This position can be based in Kyiv, Dnipro, Mykolaiv, or Odesa Ukraine. This position requires travel to program areas, as security permits.

During the field trips living conditions will be adjusted to the field conditions.
