Background Ukraine is facing one of the most severe housing crises in Europe, triggered by the full-scale Russian invasion in 2022. As of early 2025, more than 4.9 million people are officially registered as internally displaced persons (IDPs), and over 2.4 million housing units have been damaged or destroyed. Vulnerable groups—including displaced families, the elderly, persons with disabilities, and single-headed households—are disproportionately affected. The situation is further exacerbated by a lack of affordable housing, rising rental costs, and insufficient public investment in reconstruction.
Despite significant international attention and assistance, the housing sector remains underfunded and fragmented. Local authorities are overwhelmed by demand, and a coordinated effort involving both public and private stakeholders is urgently needed to scale up solutions. At the same time, Ukraine has a significant stock of underutilized or vacant properties, many of which could be rehabilitated and transformed into safe, affordable housing through innovative financing and inclusive policy mechanisms. About Habitat for Humanity International (HFHI) in Ukraine
Habitat for Humanity International (HFHI) is a global housing organization working in more than 70 countries. In Ukraine, HFHI established its country presence in 2023 to respond to the growing need for durable housing and long-term reconstruction. Key areas of focus for HFH in Ukraine include:
- Affordable, sustainable and decent housing
- Social rental and access to finance
- Energy-efficient reconstruction of multi-apartment buildings
- Municipal capacity-building and housing policy reform
- Circular construction and reuse of demolition materials
- Research and data-driven planning (e.g., vacant property assessments)
About the role
As HFH in Ukraine scales up its programmatic and policy efforts, resource mobilization and donor engagement have become critical to sustaining and expanding impact. The housing and reconstruction space is highly competitive and rapidly evolving. There is a pressing need to strengthen HFH in Ukraine’s fundraising capacity, proactively engage with institutional and private donors, and manage an increasingly diverse donor portfolio. The Business Partnership and Fundraising Consultant will play a pivotal role in enabling HFH in Ukraine to secure the funding necessary to implement its strategic vision. This role will ensure identifying funding opportunities, coordinating high-quality proposal development, liaising with institutional and private donors, and supporting donor reporting and compliance. He/she will also work closely with global HFHI teams to ensure alignment with organizational priorities and leverage Habitat’s international presence and reputation.
This role will support and work closely with the Program Manager and collaborate with global HFHI colleagues including those from Global Foundations, Organizations and Institutions (GFOI), Resource Development (RD), and other Habitat network entities.
Scope of Work and Responsibilities
Donor Engagement and Pipeline Development (30%)
- Build and maintain relationships with institutional and private donors
- Identify prospective donors and strategic partnerships aligned with HFH in Ukraine’s program areas.
- Attend donor meetings, webinars, and fundraising events with the aim to gather and provide relevant information to HFH in Ukraine
- Work closely with HFHI’s Communications department to access HFH-standardized tools and templates to tailor materials (e.g., capability statements, donor briefs).
Grant Acquisition and Proposal Coordination (50%)
- Coordinate proposal development processes with support from technical and program staff, in close partnership with the Program Manager
- Track relevant calls for proposals and manage proposal calendars and submission deadlines.
- Lead on pre-bid positioning including stakeholder analysis, donor strategy alignment, and partnership mapping.
- Ensure proposal submissions are of high quality and meet donor compliance standards.
Donor Liaison and Reporting (20%)
- Support quality control and timely submission of donor reports in collaboration with program staff.
- Coordinate with HFHI global teams to ensure donor requirements are understood and integrated into project implementation.
- Maintain a donor database and engagement tracker
Deliverables
- Minimum of 4−5 funding proposals submitted during the contract period.
- Monthly report on donor engagement, pipeline opportunities, and proposal status.
- Up-to-date donor tracker and calendar of upcoming opportunities.
- Donor briefings, communication pieces, and concept notes as needed.
Minimum Requirements
Education — Master’s degree in International Development, Business Administration, Public Policy, or a related field.
Experience -Minimum 7−10 years of professional experience in donor relations, proposal development, or fundraising in humanitarian or development sectors.
- Demonstrated success in writing winning proposals and managing donor relationships. -Experience with major donors such as USAID, EU, UN, GIZ, EBRD, and corporate foundations. -Knowledge of the funding ecosystem in Ukraine preferred.
Skills -Excellent writing, editing, and verbal communication in Ukrainian and English.
- Strong planning, coordination, and time management abilities.
- Comfortable working with remote teams and across time zones.
- Proficiency with Microsoft Office, SharePoint, Teams, and donor tracking systems.
Location and Travel
This is a consultancy with minimum travel requirements. The preferred location is Kyiv.

- Note: For Ukrainian candidates, registration as a private entrepreneur is mandatory
- Duration: 6 months (renewable based on performance and funding)
- Days: Estimated 60−90 days over 6 months
Remuneration: Based on the agreed daily rate
