About Citra
Citra is a Swiss company at the forefront of innovative building technology. Our proprietary construction methods enable rapid, highly resistant, and durable building solutions. We are committed to supporting Ukraine in its reconstruction efforts, with an initial focus on residential housing. Citra plans to deploy a mobile factory in Ukraine, aiming to produce 1,500 housing units annually. Citra has applied for a reconstruction grant from the Swiss Government. Should the funding be approved, Citra will need to rapidly expand its team in Ukraine. Since the operations would then be backed by international funding, strict adherence to international reporting standards and full compliance with all relevant regulations would be required. The Citra Ukraine team will be an integral part of our international organization, working in close collaboration with our experienced South African team of architects, engineers, and project managers who will oversee significant aspects of planning and project management.
Role Summary
Reporting to the Country Manager, Ukraine, the Head of Construction and Production will be a key leadership role responsible for overseeing all aspects of on-site construction activities and the efficient operation of Citra’s mobile production factory in Ukraine. Citra aims at outsourcing all construction work to established main contractors. The Head of Construction and Production will ensure that all construction projects are delivered by the contractors on time, within budget, and to Citra’s high-quality standards, while also managing the factory’s output through our own teams and to-be-trained subcontractors to meet project demands. The role requires a seasoned professional with extensive experience in managing large-scale construction projects and production environments, strong technical knowledge, and exceptional leadership skills.
Key Responsibilities
Construction Project Management:
- In close collaboration with our main contractors, oversee and direct all phases of construction projects from site preparation to completion and handover.
- Ensure projects are executed in accordance with approved plans, specifications, budgets, and timelines.
- Manage and coordinate multiple construction sites simultaneously.
- Implement and enforce rigorous quality control measures throughout the construction process.
- Work closely with the Project SHREQ Manager to ensure the highest standards of safety, health, and environmental compliance on all construction sites.
- Manage relationships with contractors, subcontractors, suppliers, and local authorities pertaining to construction activities.
- Oversee site logistics, resource allocation (labor, materials, equipment), and inventory management for construction operations.
- Provide regular progress reports to the Country Manager, highlighting achievements, challenges, and mitigation strategies.
- Mobile Factory Production Management:
- Oversee the day-to-day operations of the mobile production factory, ensuring efficient production of high-quality building components.
- Develop and implement production schedules to meet construction project demands.
- Monitor production output, quality control, and efficiency, implementing improvements where necessary.
- Manage factory staff, ensuring adequate training, performance, and adherence to safety protocols. Training to be aligned with Swisscontacts and Citra Academy.
- Oversee maintenance and optimal functioning of factory machinery and equipment.
- Coordinate with the supply chain team to ensure timely availability of raw materials for production.
- Ensure the factory operates in compliance with all local regulations and Citra’s internal standards.
Team Leadership and Development:
- Lead, mentor, and develop the construction and production teams, fostering a culture of excellence, collaboration, and continuous improvement.
- Manage team performance, conduct appraisals, and identify training needs.
Technical Oversight and Innovation:
- Provide expert technical guidance on Citra’s building technology and its application in the Ukrainian context.
- Collaborate with Citra’s international technical teams on design, engineering, and localization of building systems.
- Promote and implement innovative construction techniques and production processes to enhance efficiency and quality.
Budget and Cost Control:
- Collaborate with the Estimating Department on the creation and management of budgets for construction projects and factory operations.
- Monitor expenditures, identify potential cost overruns, and implement corrective actions.
Stakeholder Collaboration:
- Collaborate closely with the Citra Ukraine Country Manager, Project SHREQ Manager, and other Ukraine and internal Citra departments.
- Liaise effectively with the international planning and project management teams (e.g., Swiss and South African teams).
- Support engagement with the «captive client» (local property fund) regarding construction schedules and delivery.
Required Qualifications and Experience
- Education: Bachelor’s or Master’s degree in Civil Engineering, Construction Management, Industrial Engineering, Architecture, or a related field.
Experience:
- A minimum of 10−15 years of progressive experience in construction management, with at least 5 years in a senior leadership role overseeing multiple large-scale projects in Ukraine.
- Proven experience in managing production or manufacturing facilities, preferably in building materials or prefabricated construction.
- Demonstrable experience in leading and managing large, multidisciplinary teams.
- Strong background in project planning, scheduling, budgeting, and cost control.
Technical Skills:
- In-depth knowledge of construction methodologies, building codes, and site management practices.
- Understanding of factory production processes, quality control, and plant management.
Language Proficiency:
- Excellent command of written and spoken Ukrainian and English is essential.
- German proficiency is an advantage.
- Regulatory Knowledge: Familiarity with Ukrainian construction laws, permitting processes, and labor regulations.
Preferred Qualifications
- Experience with non-standard or modular building technologies.
- Experience in setting up and managing new construction projects or production facilities.
- Familiarity with international construction standards and best practices.
- Experience working with international funding requirements and compliance.
- Ukrainians living in Switzerland with a Status S permit will be given preference.
