About the position
We are looking for a new Project Manager to join our team in Kyiv to support our growing list of Ukrainian clients—as well as our global clients who are increasingly operating in Ukraine.
In this role, you will drive our work with key clients, deliver positive results, and help to grow our business in Ukraine. Although based in Kyiv, you will work with Rasmussen Global staff across Europe and travel when necessary. Alongside project management skills, we are looking for someone with extensive policy experience, especially in the defence and security field, and with a deep understanding of domestic Ukrainian politics and Ukraine’s private defence sector. Upon joining the Kyiv team, you’ll be engaged in a diverse portfolio, but will work on topics covering security and defence as well as Ukrainian politics writ large.
Here are the key qualifications and competencies we are looking for:
- In-depth understanding of Ukraine’s defense institutional structure and sector — including the Ministry of Defense, General Staff, Armed Forces, specialized agencies, and state-owned enterprises, NGOs and associations.
- Knowledge of military decision-making processes and stakeholders — as well as applicable regulatory frameworks, standards, and operational protocols.
- Professional background in defense-related institutions or defence/security projects or related areas — including experience within the Ministry of Defence of Ukraine, the Armed Forces, the Ukrainian defense industry, or government bodies.
- Experience managing cross-functional projects — with demonstrated ability to coordinate activities across multiple units and stakeholder groups.
- Understanding of civil-military cooperation — including the ability to facilitate collaboration between defense institutions and civilian structures.
- Strategic and systems thinking — with the ability to align project objectives with broader defense and national security goals.
- Strong analytical capabilities — including preparation of high-quality information and analytical reports to support planning and decision-making.
- Proficiency in documentation and legal workflows — including experience handling legal, administrative, and operational documentation.
- Technical literacy and data fluency — confident use of tools for data analysis and document management (e.g., MS Excel, PowerPoint, databases, graphic and planning software).
- Experience with internal data systems and reporting workflows — including personnel records, operational reporting, and planning systems.
- Operational awareness of frontline realities and technology needs — with the ability to translate field demands into project implementation priorities.
- Familiarity with the defense product lifecycle — covering R&D, prototyping, production, deployment, and modernization.
- Understanding of the innovation cycle in warfare — insight into how emerging technologies evolve into battlefield-ready solutions.
- Excellent oral and written communication skills — fluent in both Ukrainian and English.

What will you be doing
- Managing various complex projects for — and with — multiple stakeholders across the defense field.
- Conducting stakeholder mapping, developing and carrying out outreach strategies, policy, and awareness campaigns.
- Drafting policy papers, briefings, and various written materials.
- Liaising with multiple stakeholders, including senior officials in government, civil society, international partners, and occasionally the media.
- Organizing meetings and/or online/offline events for various clients, roundtables in Kyiv, and occasionally in regions in Ukraine.
- Helping develop and execute campaign strategies and communication campaigns.
- Analyzing, structuring, and combining large amounts of information.
- Planning and organizing work processes.
- Managing and coordinating the team, controlling task execution.

Candidate Profile: Core Qualifications
- Degree in defense and security policy, public affairs, political science, international relations, or a related field. An advanced degree is a plus.
- At least 2 years of experience managing complex public policy or defense-related projects, with the ability to oversee multiple initiatives.
- Experience working with senior-level stakeholders across government, military, and international organizations. Strong network in Kyiv and at the oblast level.
- Solid understanding of Ukrainian institutions and their interaction with EU/NATO.
- Skilled in drafting policy advice and analytical briefs.
- Confident user of Microsoft Office (Excel, Word, Outlook, PowerPoint, Teams) and other relevant tools.
- Understanding of the defense industry and policy environment. Ability to support client development through research and stakeholder mapping.

Working Conditions
- Full-time position based in Kyiv
- Occasional travel to Brussels and Copenhagen may be required
- Competitive salary, commensurate with qualifications and experience
