Position overview: The Monitoring & Health Information Systems Specialist (MHISS) supports the implementation and ongoing refinement of EMERGENCY’s digital case management and monitoring platform, used across primary care clinics and community-based activities. The role ensures that health information is accurately collected, structured, and used to support service delivery, accountability, and program learning. This position bridges field operations, technology, and Monitoring&Evaluation, contributing to informed decision-making, programming, and reporting, while working in close collaboration with health teams and institutional partners.
Qualification and skills:
- Degree in data science, software engineering, public health informatics, or related field.
- Proven experience working with digital case management platforms.
- Understanding of digital data systems in humanitarian or public health programs.
- Experience with monitoring & evaluation frameworks and data management standards.
- Proficiency in Excel, and familiarity with SQL, Power BI, R, or Python is an asset.
- Strong problem-solving skills and ability to translate operational needs into digital solutions.
- Excellent interpersonal and communication skills, including with non-technical teams.
- Fluency in Ukrainian; working knowledge of English.
- Experience with AI-based platforms or interest in learning AI applications in public health is a strong asset.
Work conditions:
- Duty Station: Based in Kharkivska Oblast (Lozova), with periodic visits (as security allows) in Donetsk Oblast (primarily Oleksandrivska Hromada) and Kharkivska Oblast (Lozova/Blyznyuky).
- Working Hours: Full-time position, 5 days per week (Monday-Friday), with flexibility required during key reporting periods or in case of urgent field needs.
- Reporting Line: Reports to the International Field Coordinator and works in close coordination with other program/medical leads.
- Work Environment: Office-based work in Kharkivska Oblast, with regular remote support to field clinics and CHW teams.
- Occasional travel to field locations may be required depending on security conditions and program priorities.
- Collaboration: Daily coordination with the clinic teams, CHW program leads, administrative/logistics team, and implementing partners (including local authorities and universities).
Responsibilities:
- Design and maintain forms, workflows, and case management structures within EMERGENCY’s digital case management and monitoring platform.
- Ensure data integrity, accessibility, and security across all user levels.
- Provide technical support and training to field teams (including CHWs and clinic staff) on the use of the platform and data tools.
- Support the implementation of the MEAL framework: support tracking KPIs, generate dashboards, and contribute to learning loops.
- Collaborate with medical, programmatic, and logistics teams to tailor data systems to operational needs.
- Extract and help analyze data to support programmatic decision-making and donor reporting.
- Support data visualization and communication of key trends and findings to the international and national teams.
- Coordinate with the platform’s service providers as needed for troubleshooting or customization.
- Stay up to date with developments in digital health and humanitarian tech tools.
- (Desirable): Explore the integration of AI-based tools or analytics to enhance program monitoring, if relevant.
