The «Arbeiter-Samariter-Bund Deutschland (ASB)» is a non-governmental and non-religious German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association, ensuring a high level of continuity and reliability.
ASB provides a people-centered humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities, and societies, and applies integrated approaches to welfare and social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.
ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased its humanitarian operations to respond to the multiple needs of the war-affected population of Ukraine. Our team is committed to providing multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in-kind assistance as well as cash components and social services provided in cooperation with local partners.
ASB in Ukraine is currently seeking applications from qualified and dedicated professionals for the position of Logistics and Supply Chain Manager.
We offer:
Contract duration: 1-year (including 3-month probation period) with the possibility of extension based on funding availability and performance.

Purpose of the Role
Oversee all areas of Supply Chain operations and staff supervision at ASB Ukraine. Cross-functional collaboration with other departments is essential for aligned and efficient operations.
Key Responsibilities
1. Technical Processes
- Plan and manage procurement, fleet, assets, inventory, warehouse, facilities, and admin (travel, accommodation, events).
- Support customs clearance and distributions in humanitarian/development settings.
- Monitor performance and ensure system compliance.
- Strengthen team capacity and develop KPIs to measure progress.
- Contribute to partner selection, capacity building, and oversight of their supply chain activities.
2. Leadership
- Provide strategic direction and ensure alignment with organizational goals.
- Develop operational plans and lead implementation.
- Ensure reporting and performance monitoring.
- Represent Supply Chain in project cycles, from proposal to closure.
- Lead supply chain input into grants and program planning.
3. Supply Chain Excellence & Compliance
- Ensure effective, compliant, and cost-efficient processes.
- Review procurement documentation to align with ASB policies.
- Implement safe and optimized fleet processes.
- Use data and KPIs to evaluate performance and identify improvements.
- Establish supplier agreements and ensure donor compliance.
- Oversee offices, warehouses, accommodation management, and ensure safety.
- Monitor and coach partners; review supply chain reports from partners.
4. Capacity Development
- Conduct performance reviews, coaching, and regular coordination.
- Identify training needs and develop capacity-building plans.
- Drive continuous improvement in supply chain operations.
5. Administration
- Supervise arrangements for events, travel, and workshops.
- Ensure offices are well maintained (utilities, supplies, equipment).
- Ensure legal and regulatory compliance within supply chain scope.
- Manage service-level agreements, ensuring responsive and efficient operations.
- Maintain documentation across projects for transparency and access.
Requirements
- University degree in supply chain, business administration, or related field; or equivalent experience.
- At least 5 years in the field, including 3 years in managerial roles.
- Experience in humanitarian/NGO environments covering procurement, fleet, warehousing, admin, etc.
- Skilled in direct and partner-based emergency response supply chains.
- Proven leadership and remote team management experience.
- Strong interpersonal, problem-solving, and analytical skills.
- Excellent communication and reporting skills.
- Proficiency in English and MS Office (especially Excel).
