Position: Mass Casualty Management (MCM) Manager
Reports to: Country Program Manager
Supervision of: N/A
Duty station: Dnipro
Travel: up to 30% in field locations
Position open to Ukrainian nationals or persons legally permitted to work in Ukraine.
Duration and type of contract: 01/08/2025- 31/07/2026 Full-time

About SAMS
SAMS' mission is dedicated to delivering life-saving services, revitalizing health systems during crisis, and promoting medical education via a network of humanitarians in Syria, the US, and beyond. SAMS began in 1998 as a medical society that bridged knowledge between Syria and the US, transitioning into a humanitarian response organization in 2011 amidst the Syrian uprising. Aside from the US and Syria, SAMS has registered branch offices or local affiliate entities in Iraq, Jordan, Lebanon, Greece, Turkiye, Ukraine, and soon the occupied Palestinian territories. In 2024, SAMS provided some 4.4 million medical services for 1.46 million beneficiaries, through a network of over 100 health facilities and over 2,400 health workers in northern Syria, southern Turkey, the Attica region of Greece, Iraq, Jordan, Lebanon, Gaza, Morocco, Libya, and Ukraine.
SAMS in Ukraine
SAMS established operations in Ukraine in 2022, in response to the Russian invasion. Leveraging over a decade of experience in delivering health services in conflict, working hand in hand with Ukrainian partners, SAMS supported 35 facilities in Ukraine in 2024, delivering Mass Casualty Management (MCM) preparedness with Mental Health and Psychosocial Support (MHPSS) to support Ukrainian health workers. Based on overwhelming demand, SAMS has secured funds to continue similar activities over the next 13 months, with the goal of achieving long-term resilience and sustainable health system preparedness by localizing MCM knowledge while simultaneously enhancing MHPSS support systems for healthcare workers.
Role and Responsibilities
Reporting to the SAMS Ukraine Country Program Manager, this position manages the execution of all MCM training activities — both Training of Trainers (ToT) and subsequent cascading training activities. Duties will include coordinating with contracted trainers and experts that will develop curricula and deliver trainings; overseeing participant selection, preparation of venues and training materials, and all other pre-training activities; budget management, ensuring comprehensive documentation of all training activities, in collaboration with SAMS Finance Department, as well as compilation of internal and external narrative reporting. The MCM Manager will also be expected to facilitate monitoring and evaluation activities related to training activities, in coordination with SAMS MEAL colleagues, and will work to incorporate feedback from trainers and trainees in real time. Aside from close collaboration with trainers and trainees, this role involves close collaboration with the WHO Ukraine Office, MOH and Center for Disaster Management as well as other stakeholders and partners involved in strengthening health systems in Ukraine.
Key Responsibilities:
- Manage the execution of all Mass Casualty Management (MCM) training activities, including both Training of Trainers (ToT) and regular trainings, leading the planning, scheduling, and logistics of the MCM training program to ensure effective delivery and achievement of objectives.
- Coordinate with contracted trainers and subject matter experts on curriculum development and training delivery.
- Oversee participant selection and ensure logistical readiness, including venue preparation and training materials.
- Manage training resources, including materials, equipment, and facilities, to ensure effective training delivery.
- Track training budgets and ensure expenditures align with approved allocations.
- Ensure comprehensive documentation of all MCM training activities, including attendance records, budget tracking, and narrative reporting for internal and external use, in collaboration with SAMS MEAL department.
- Maintain accurate records of participant progress and program evaluations.
- Facilitate monitoring and evaluation (M&E) of training activities in coordination with SAMS MEAL colleagues.
- Assess the effectiveness of various training modalities (e.g., lectures, tabletop exercises, drills) and recommend improvements.
- Incorporate real-time feedback from trainers and trainees to improve training quality and relevance
- Stay up to date on best practices and emerging trends in mass casualty management and integrate them into training programs.
- Collaborate closely with the WHO Ukraine Office, Ministry of Health, Center for Disaster Management, and other key stakeholders involved in health system strengthening, in coordination with SAMS Country Program Manager.
- Support communication and coordination with local and international partners engaged in related training and capacity-building efforts.

Required Skills and Qualifications:
- Minimum of five years of project management experience (including wartime) in the field of health, social services, or humanitarian aid.
- 2−3 years knowledge and experience of supporting delivery of training programs.
- Technical competencies and experience in Mass Casualty Management, Disaster Management, Incident Command Systems (ICS) or closely related field.
- Excellent verbal and written communication and interpersonal skills.
- Ability to work effectively in a fast-paced and dynamic environment.
- Strong organizational and time management skills.
- Familiarity with relevant regulations and guidelines.
- Ability to work collaboratively with diverse stakeholders.
- Analytical and problem-solving skills.
- Fluency in Ukrainian, Russian and English (written and spoken) is required.
