Job Description
Position: MHPSS Manager
Reports to: Country Program Manager
Supervision of: N/A
Duty station: Dnipro
Travel: up to 30% in field locations
Position open to Ukrainian nationals or persons legally permitted to work in Ukraine.
Duration and type of contract: 01/08/2025−31/07/2026 Full-time

About SAMS
SAMS' mission is dedicated to delivering life-saving services, revitalizing health systems during crisis, and promoting medical education via a network of humanitarians in Syria, the US, and beyond. SAMS began in 1998 as a medical society that bridged knowledge between Syria and the US, transitioning into a humanitarian response organization in 2011 amidst the Syrian uprising. Aside from the US and Syria, SAMS has registered branch offices or local affiliate entities in Iraq, Jordan, Lebanon, Greece, Turkiye, Ukraine, and soon the occupied Palestinian territories. In 2024, SAMS provided some 4.4 million medical services for 1.46 million beneficiaries, through a network of over 100 health facilities and over 2,400 health workers in northern Syria, southern Turkey, the Attica region of Greece, Iraq, Jordan, Lebanon, Gaza, Morocco, Libya, and Ukraine.
SAMS in Ukraine
SAMS established operations in Ukraine in 2022, in response to the Russian invasion. Leveraging over a decade of experience in delivering health services in conflict, working hand in hand with Ukrainian partners, SAMS supported 35 facilities in Ukraine in 2024, delivering Mass Casualty Management (MCM) preparedness with Mental Health and Psychosocial Support (MHPSS) to support Ukrainian health workers. Based on overwhelming demand, SAMS has secured funds to continue similar activities over the next 13 months, with the goal of achieving long-term resilience and sustainable health system preparedness by localizing MCM knowledge while simultaneously enhancing MHPSS support systems for healthcare workers.
Role and Responsibilities
The MHPSS Manager will oversee the implementation of all mental health and psychosocial support activities within the project, which include: 1) assessment of training needs among providers of MHPSS services for healthcare workers; 2) contracting and managing a specialist to deliver select trainings for MHPSS providers; and 3) delivery of MHPSS services for healthcare workers. The MHPSS Manager will ensure that healthcare workers receive timely self-care and burnout reduction sessions from a licensed clinical psychologist, in coordination with management from participating hospitals. To build capacity among MHPSS providers, according to initial assessment findings and in coordination with the Ministry of Health and the MHPSS Technical Working Group (TWG), the Manager will also contract a specialist trainer/s to deliver advanced trainings for providers of MHPSS to healthcare workers.
This role requires robust organizational skills and demonstrated experience in project management, in addition to strong leadership skills to liaise with the Ministry of Health, the MHPSS TWG, participating hospital managers, and local MHPSS providers.
Key Responsibilities:
- Design and implement mental health and psychosocial support activities within the project
- Provide expertise and technical knowledge on MHPSS program
- Ensure efficient working relationships with a wide range of different stakeholders (WHO, Center for Disaster Medicine, hospitals, EMS, Ministry of Health, local and international NGOs)
- Validate key steps and technical methodologies of the projects implemented
- Provide technical support for program staff and trainers.
- Ensure monitoring and evaluation systems are in place for constant improvement of MHPSS interventions
- Review and validate, within the deadlines, MHPSS sections of internal and donor reports, project amendments with the contribution of the program staff
- Follow up with implementation of MHPSS projects, provide technical follow-up and oversight Provide technical lead to internal / external evaluation of projects
- Analyse and write activity reports for MHPSS components to the authorities and donors.
- Manage contracts and deliverables with external MHPSS consultants and trainers.

Required Skills and Qualifications:
- Post-graduate degree in psychology or another field related to MHPSS, such as social work.
- Minimum of 3−5 years of experience working in a similar role, preferably in a humanitarian/recovery context in a related field (MHPSS).
- Documented results related to the position’s responsibilities.
- Previous experience working in complex and volatile contexts is desirable.
- Previous Project Management experience; project management certification is desirable.
- Strong knowledge of mhGAP and other mental health programming in Ukraine.
- Strong knowledge of Microsoft Office software programs (MS Word, Excel, PowerPoint, Office 365)
- Fluency in Ukrainian, Russian and English (written and spoken) is required.
