Position: Monitoring, Evaluation and Learning Officer
Reports to: Country Program Manager
Supervision of: N/A
Duty station: Dnipro
Travel: up to 30% in field locations
Position open to Ukrainian nationals or persons legally permitted to work in Ukraine.
Duration and type of contract: 01/09/2025- 31/07/2026 Full-time

About SAMS
SAMS' mission is dedicated to delivering life-saving services, revitalizing health systems during crisis, and promoting medical education via a network of humanitarians in Syria, the US, and beyond. SAMS began in 1998 as a medical society that bridged knowledge between Syria and the US, transitioning into a humanitarian response organization in 2011 amidst the Syrian uprising. Aside from the US and Syria, SAMS has registered branch offices or local affiliate entities in Iraq, Jordan, Lebanon, Greece, Turkiye, Ukraine, and soon the occupied Palestinian territories. In 2024, SAMS provided some 4.4 million medical services for 1.46 million beneficiaries, through a network of over 100 health facilities and over 2,400 health workers in northern Syria, southern Turkey, the Attica region of Greece, Iraq, Jordan, Lebanon, Gaza, Morocco, Libya, and Ukraine.
SAMS in Ukraine
SAMS established operations in Ukraine in 2022, in response to the Russian invasion. Leveraging over a decade of experience in delivering health services in conflict, working hand in hand with Ukrainian partners, SAMS supported 35 facilities in Ukraine in 2024, delivering Mass Casualty Management (MCM) preparedness with Mental Health and Psychosocial Support (MHPSS) to support Ukrainian health workers. Based on overwhelming demand, SAMS has secured funds to continue similar activities over the next 13 months, with the goal of achieving long-term resilience and sustainable health system preparedness by localizing MCM knowledge while simultaneously enhancing MHPSS support systems for healthcare workers.
Role and responsibilities
This position supports SAMS program in Ukraine, coordination, quality control, implementation of the training programs, data collection and donor reporting.
General Responsibilities
- Ensure adherence with SAMS policies and accountability, MEAL tools and guidelines.
- Provide technical support on the implementation of M&E plans and guidelines at the country level.
- Support Country Program Manager on establishing and maintaining M&E systems, and standardising M&E systems.
- Prepare and develop status and project reports as required by management, donors, and SAMS Headquarters.
- Ensure proper filing of documents.
- Ensure efficient working relationships with a wide range of different stakeholders (WHO, Center for Disaster Medicine, hospitals, EMS, Ministry of Health, local and international NGOs).
- Adhere to national legislation and SAMS policies regarding the administration, protection of private information, data protection and data-sharing.
- Analyze effectiveness of SAMS training programs, collect participants' feedback and prepare training reports.
- Contribute to learning from experience and evidence, and support the programme teams in improving the quality of SAMS work in Ukraine.
Specific responsibilities
- ? Ensure that Programme M&E Work Plans, M&E Matrices and Indicator Tracking Tables are developed and up-to-date.
- ? Support and contribute to the development of a data management system for M&E activities and reporting.
- ? Support in developing data collection methodology and tools, and in actual data collection.
- ? Lead data collection, data management, and data analysis according to program needs.
- Ensure clear information flows between all team members and key partners.
- ? Contribute to budget planning for M&E activities and ensure its tracking, including updating and implementation of spending plans.
- Ensure that monitoring data are reported in a timely manner to the relevant reporting systems/tools.
- Deliver training sessions for programme staff on M&E technical aspects and tools in line with responsibilities, as needed.
- ? Support and facilitate sessions to review/interpret programme M&E data with relevant SAMS program staff and trainers.
- ? Reply to general information requests with accurate and timely information. Maintain accurate documentation related to the M&E system (e.g. monitoring reports, data collection tools/methodologies, indicator profiles, M&E Matrices/Work Plans, documented calculations of indicators) and ensure its proper filing.
- ? Support in implementing other M&E activities, as needed.
- Perform any other tasks as requested by the Country Program Manager.
Required Skills and Qualifications:
Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
- Minimum of three years of demonstrated experience working in a similar role, preferably in a humanitarian/recovery context in a related field (M&E, data collection, data analysis).
- Bachelors' degree in statistics, economics, sociology, finance, or another similar field with a quantitative focus.
- Strong knowledge of the software programs (MS Word, Excel, PowerPoint, Office 365)
- Previous experience from working in complex and volatile contexts is desirable.
- Post-graduate certificate (s) in M&E related field such as data collection methodologies, sampling, data analysis are desirable.
- Familiarity with qualitative and quantitative methods and analysis.
- Knowledge of, and experience of using mobile data collection tools, including KoBo Toolbox.
- ? Experience in managing analysis, synthesis, documentation and dissemination of lessons learned for a range of stakeholders.
- Capacity to evaluate progress and recommend necessary actions to support program progress and improve quality and impact.
- Strong analytical, problem-solving and communication skills.
- Ability to work under pressure, independently and with limited supervision
- Ability to meet deadlines in multitasking environments.
- Fluency in Ukrainian, Russian and English (written and spoken) is required.
