Purpose of the Service
To provide technical and operational support to the MEAL department in performing monitoring, evaluation, accountability, and learning activities in line with World Vision’s internal procedures and donor requirements. This engagement aims to prevent staff overload and ensure continuous and timely delivery of quality MEAL support across all active and closing projects.
Duration: approximate 4 months, involvement 15−30 hours per week, including possible weekend work when needed, depending on the volume of assigned tasks.
Objectives:
Provide comprehensive assistance to the MEAL department in processes regulated by MEAL Standard Operating Procedures (SOPs), project-specific SOPs, and other internal guidance documents, contributing to a robust MEAL system aligned with WV and donor standards.
Terms of reference:
The specific scope of work will be defined in the annexes to the service agreement and will include, but not be limited to, the following tasks:
- i. Support in organization and coordination of enumerator teams during data collection activities, including documentation necessary for payment processing.
- ii. Conducting training sessions for enumerators on monitoring and data collection processes and tools.
- iii. Assisting in planning and implementation of project monitoring activities as per MEAL plans.
- iv. Creating and managing Kobo forms and digital tools for pre- and post-distribution surveys and other data collection exercises.
- v. Collecting, cleaning, and analyzing data to support MEAL reporting, evaluations, and project reviews.
- vi. Performing other related assignments as requested by the MEAL Manager within the MEAL department’s functional scope.
Reporting:
In addition to specific deliverables and datasets provided during task implementation, the service provider shall submit a monthly report (completion act) clearly indicating the services delivered, hours worked, and outputs achieved. This report will serve as the basis for service acceptance and payment.
Responsibilities of the service provider:
- Deliver all tasks with high quality and within agreed deadlines.
- Follow World Vision’s policies, Standard Operating Procedures (SOPs), and safeguarding standards.
- Ensure confidentiality of data and information handled during service delivery.
- Maintain professional communication and coordination with designated MEAL staff.
Required Experience:
- Minimum one year of experience in MEAL or related roles (preferably humanitarian/development).
Required Education / Training:
- Bachelor’s or Master’s degree in social sciences, statistics, development studies, public health, economics, or a related field.
- Proven knowledge of data collection tools (Kobo, ODK) and data analysis software (Excel, SPSS, R, or similar).
Knowledge & Skills:
- Experience in designing and managing MEAL tools and databases.
- Understanding of both qualitative and quantitative research methods.
- Knowledge of humanitarian standards (Sphere, CHS, AAP).
- Strong analytical and IT skills (Excel, data visualization tools).
- Familiarity with the Ukrainian humanitarian and socio-economic context.
- Experience in conducting training sessions or capacity-building activities (an advantage).
